The 3D View has a global coordinate system, but also can have many other local coordinate systems (frames). Only one of them can be active at the same time. The active frame is that frame to which at that moment coordinates and positions are computed. The axis symbol at the bottom right corner of the 3D View shows the camera view orientation of the active frame in the 3-dimensional environment.
